*Pronunciamiento de la representante Comercial de Estados Unidos Susan C.
Schwab sobre Costa Rica:*



1.  Estados Unidos respeta el derecho soberano de los ciudadanos de Costa
Rica de escoger si desean aprobar el tratado de libre comercio con Estados
Unidos, Centroamérica y República Dominicana.  Pero espero que cualquier
decisión que se tome se base en los hechos.



2.  Ha habido especulación sobre que Estados Unidos simplemente renegociaría
los términos del actual acuerdo o negociaría un nuevo acuerdo bilateral de
comercio con Costa Rica si nuestro actual tratado es rechazado. Ese no es el
caso.



3.  El acuerdo que nosotros alcanzamos con Costa Rica es un acuerdo
balanceado que está en el interés nacional de nuestros dos países.  El
acuerdo se concluyó después de largas y complicadas negociaciones que
involucraron a cinco de los vecinos de Costa Rica, que ya se encuentran
disfrutando de los beneficios del acuerdo.  Es difícil imaginar a cualquier
gobierno estadounidense renegociando el actual acuerdo o negociando un nuevo
acuerdo con Costa Rica si este tratado es rechazado. *La oportunidad para
Costa Rica de gozar de los beneficios del libre comercio regional es ahora.*



4.  Ha habido también considerables discusiones sobre si Costa Rica
continuaría gozando de acceso preferencial al mercado de Estados Unidos en
el marco de nuestro programa de preferencias comerciales si el acuerdo es
rechazado. Ciertos beneficios que Estados Unidos otorga bajo la Iniciativa
de la Cuenca del Caribe (ICC), incluyendo los que benefician a las
industrias costarricenses textiles y del atún, expirarán el próximo año.  Lo
cierto es que  Estados Unidos nunca ha enfrentado una situación en que uno
de nuestros socios comerciales rechace un acuerdo comercial recíproco con
los Estados Unidos,  pero continúa buscando preferencias comerciales
unilaterales.

*Statement by USTR Susan C. Schwab on Costa Rica:*



"The United States respects the sovereign right of the citizens of Costa
Rica to choose whether to approve the free trade agreement with the United
States, Central America, and the Dominican Republic.  But, I hope whatever
decision is made is based on the facts.



"There has been speculation that the United States would simply renegotiate
the terms of the current agreement or negotiate a new bilateral trade
agreement with Costa Rica if our current agreement is rejected.  That is not
the case.



"The agreement we reached with Costa Rica is a balanced agreement that is
strongly in the national interests of both of our countries.  It was
concluded only after lengthy and difficult negotiations involving five of
Costa Rica's neighbors, which already are enjoying the benefits of the
agreement.  It is difficult to imagine any U.S. Administration renegotiating
the current agreement or negotiating a new trade agreement with Costa Rica
if this agreement is rejected.  The opportunity for Costa Rica to enjoy the
benefits of regional free trade is now.



"There has also been considerable discussion about whether Costa Rica would
continue to enjoy preferential access to the U.S. market under our trade
preference programs if the agreement is rejected.  Certain benefits that the
United States provides under the Caribbean Basin Initiative (CBI), including
those benefiting Costa Rica's textiles and tuna industries, are scheduled to
expire next year.  The fact is, the United States has never faced a
situation where one of our trading partners rejects a reciprocal trade
agreement with the United States, but continues to seek unilateral trade
preferences."
